Education & Training Resources develops training programs that typically serve youth 16-21 years old.

Outreach and Recruitment
All past and current subcontracts operated by Education and Training Resources, including Job Corps, welfare-to-work, and WIA Title I programs, require the Company to perform significant outreach and recruitment activities for eligible students. Utilizing various outreach techniques and referral linkages, Education and Training Resources successfully recruits approximately 1,000-1,500 applicants per year in Kentucky, Georgia and Mississippi to meet contracted slot levels. Outreach requirements normally include rural, multi-county or regional target areas and involve hard-to-serve target groups such as: high school dropouts, basic skills deficient, vocational skills deficient, welfare recipients, teen parents/parenting teens, youth heads of household, and female heads of household. Education and Training Resources has been recognized by several Workforce Investment Boards for its success in recruiting and retaining various disadvantaged and hard-to-serve target populations.
For purposes of outreach and recruitment, Education and Training Resources has experience with both broadcast and print media resources. Education and Training Resources has developed radio and television advertisements, public service announcements, brochures, feature articles and press releases for use in all contract operations. Under current contracts, Education and Training Resources is required to maintain referral and coordination relationships with a host of public sector agencies. Specifically, on a state-wide basis, Education and Training Resources works closely with the Employment Security Commission, Department for Social Services/ Insurance, Community Action Programs, Workforce Investment/Development Boards, Youth Councils, Public Housing Authorities, Court Designated Workers, local elected officials, local police departments, local civic groups, local ministerial associations, and a number of other state and local agencies that provide support and referral services for disadvantaged youth. Education and Training Resources also maintains a working relationship with the Job Corps Support Contractors (i.e., OA& CDSS contractors, WICS, etc.) in various states.
In most all current and previous subcontract agreements, Education and Training Resources utilizes a formal system of case management to conduct eligibility determinations/verifications and to track student services and training activities. As such, Education and Training Resources is knowledgeable of, and directly involved with, the eligibility determination procedures (i.e., age, residence, income, sample versus non-sample, etc.) required by Job Corps. Since 1997, Education and Training Resources has acquired direct experience in Job Corps outreach and admissions. Education and Training Resources currently provides O&A services for 500 slots at the Turner Job Corps Center. Also, in support of the School-to-Work Program at the Mississippi Job Corps Center, Education and Training Resources provided direct outreach and admissions for students from a multi-county area surrounding the Center.
Work Readiness / Career Preparation Training
Education and Training Resources provides Work Readiness / Career Preparation Training to prepare youth with those soft skills necessary to function in today’s world of work. The work readiness training includes employability skills, life skills, and job search and retention skills. Because of its importance to the target group, self-esteem enhancement is the underlying theme of all work-readiness training activities. Employability skills training includes topics such as resume writing and preparation, completion of employment applications, labor market information, career decision-making, and interviewing skills. Life skills training include topics such as personal financing, problem solving skills, accessing local resources, and workplace communication skills. Job retention skills include topics such as attitudes and behavior, punctuality and attendance, taking direction, and getting along with co-workers. All Education and Training Resources staff encourages participants to pursue vocational and educational opportunities past secondary school offerings. The staff will expose all participants to both vocational and educational opportunities in accordance with the participant’s individual plans. Education and Training Resources believes that a measurable and extensive skills training is required for the participant to be truly job ready.
Academic Education (Basic Skills Enhancement and GED Preparation)
Education and Training Resources’s past and current contract operations have continuously retained funding based, in part, on the Company’s success in achieving and exceeding academic related performance measures. Education and Training Resources and its key management staff have substantial experience in operating GED and basic skills enhancement programs. Utilizing computer assisted instruction (CAI) and prescriptive learning materials (assignment based on assessment) and methods (open entry/open exit classes), Education and Training Resources has achieved above average GED completion rates and very high reading, math, and language gains.
Education and Training Resources’s success in operating GED and basic skills training centers has been attributed to the Company’s focus on creating, organizing, and maintaining classroom learning environments that are conducive to persons with multiple barriers to education, training, and employment. Education and Training Resources’s utilization of non-traditional classroom and learning environments has been credited by various contracting agencies for high student retention rates and attainment of academic related contract goals and objectives. Education and Training Resources creates and operates classroom learning environments that are consistent with normal workplace functions and the School-to-Work concept. Student time and attendance, behavior and discipline, and assessment of progress are all integrated into the overall employability training process. Education and Training Resources subscribes to the “Student as Employee” concept in all applicable training situations.
All Education and Training Resources operated training centers teach life skills as a supplemental training component. This component focuses on personal and professional goal setting, self-esteem, personal finance management, personal health and hygiene, cultural awareness and sensitivity, drug and alcohol awareness, parenting skills, problem solving skills, communication skills, and personal transportation.
Vocational Training (Job Specific Skills and Customized Training Programs)
Education and Training Resources and its key management staff have over 50 years of combined experience in operating various vocational training programs. Of the current Education and Training Resources non-residential contract operations, seven (7) contracts are Health Occupations Training (HOT) facilities. Each of these centers is specifically designed to train Certified Nurse Aides and Home Health Aides. All Education and Training Resources Health Care Training Schools are approved by the Kentucky Department for Medicaid Services and licensed by the State Board for Proprietary Education. In the past five- (5) years, Education and Training Resources has trained approximately 1,200 Certified Nurse Aides in Kentucky. Education and Training Resources trained students, who take the State Nurse Aide Certification Exam, have over a 96% pass rate on their first attempt. Many Education and Training Resources students who receive their state certification as nurse aides continue training to be Licensed Practical Nurses and Registered Nurses through connective linkages with area vocational-technical schools and community colleges.
Education and Training Resources’s key management staff have also been directly involved in the administration and management of numerous other vocational training programs: security officer training, culinary arts/food service training, hotel/motel support services, cashier/retail sales training, and computer keyboarding/data entry training, hard trades (carpentry, welding, plumbing, masonry, painting, landscaping, and facility maintenance), printing, CDL truck driving, asphalt and heavy equipment operation. Education and Training Resources’s teaching methodologies for vocational programs include classroom instruction, applied academics, practical application and work experience. As in academic training programs, Education and Training Resources utilizes various school-based, work-based, and connective activities in the presentation of vocational curriculum materials.
Career Development Services
From 1996 to present, Education and Training Resources has acquired direct experience in Job Corps placement requirements and functions. Currently, Education and Training Resources is responsible for all Career Development Services at the Turner Job Corps Center (1,030 slots) and all non-residential students. Student placement portfolios (Job Readiness Services) are developed for all students to ensure an orderly termination process, and to enhance the opportunity for post termination follow-up services with students.
Education and Training Resources’s experience in providing direct Job Corps placement services was expanded in 1999 with the award of a USDA, Forest Service subcontract to operate the Placement and School-to-Work functions at the Lyndon B. Johnson Civilian Conservation Center in Franklin, North Carolina. Under this subcontract, Education and Training Resources is currently providing direct placement services to 224 Job Corps slots from a multi-state area.
Since 1991, Education and Training Resources has met or exceeded all placement related performance standards in its Job Corps, welfare-to-work, and JTPA/WIA subcontract operations.
