MIB Support & Capability
Helping to Build a Skilled Pipeline to Power the Maritime Industrial Base through Job Corps
partnership
Over the past two years, ETR has worked with the Office of Job Corps and the Naval Sea Systems Command (NAVSEA) on several initiatives to develop its critical workforce of shipbuilders. Many of these efforts, resulting in placements.
USS The Sullivans (DD-537)
A retired Fletcher-class destroyer, named in honor of the five Sullivan brothers from Waterloo, Iowa, who all died together when the USS Juneau (CL-52) was sunk in the South Pacific in November 1942. Remarkably, this ship is the only one in the US Navy named after multiple individuals.

America’s Critical Workforce Gap
The Challenge:
Why Traditional Training Falls Short
- Lack of existing recruiting pipeline focused on blue-collar workforce
- Lack of facilities to both train and house students onsite
- No integrated relocation and retention support
- Credential programs not aligned with actual employer requirements
National Workforce Shortage
- One million Registered Apprenticeships needed to meet federal goals
- Traditional training programs cannot scale to meet industry demand
- Geographic and skills misalignment between workers and high-demand jobs
- Four-year degrees don’t address skilled trades crisis
Maritime Industrial Base In Crisis
- 250,000+ skilled workers needed over next decade for Navy shipbuilding
- Acute shortages of welders, shipfitters, electricians threatening fleet expansion
- Shipyards cannot meet delivery schedules due to labor gaps
To meet the bow wave of demand for 250,000 skilled, certified specialists: America must tap into an existing pipeline of talent and leverage training providers with a track record of delivering results.

Shipbuilding
After high school, Michael wasn’t sure what came next. Then he enrolled at Finch-Henry Job Corps-and a future he could build with his own hands. Now, he’s working as a welder at Ingalls Shipbuilding in Mississippi, helping construct Navy ships like the USS Harrisburg. He started higher than most apprentices and is earning great pay. Every few months, he levels up- and he’s just getting started. Job Corps gave Michael the skills and confidence to launch his career. You can do the same-build your future at Job Corps!
“I’d say I enjoy what I’m doing—I get up, go to work, come home, rest, and do it again. It works for me.”
